Pre-Launch vs Ready-to-Move Luxury Homes in Mumbai: How to Choose

Artist’s impression · indicative

Pre-launch vs ready to move is one of the first choices a luxury home buyer in Mumbai faces. A pre-launch project offers a home that is still being planned or built, often with a wide choice of floors and views. A ready-to-move home is complete, so you can see exactly what you are buying and move in soon after the paperwork is done.

Neither is right for everyone. This guide compares the two in plain English – choice, timing, risk, paperwork and cost – so you can decide which fits your plans. It is general information, not financial, tax or legal advice.

What the terms mean

  • Pre-launch: a project that has been announced or shared with the public but is not yet registered under RERA, or has only just been registered. Under Section 3 of the RERA Act 2016, no bookings, sale agreements or allotments can be made until registration is granted.
  • Under construction: a registered project where building work is in progress. Payments are usually linked to construction stages.
  • Ready to move: a completed building that has received its Occupancy Certificate (OC), so the home can legally be occupied.

The case for a pre-launch or under-construction home

Choice

In a new project, buyers who come early often get the widest choice. In a tall sea-front tower, the floor and direction of a home shape its view, light and privacy. Early buyers can often choose from more of them.

Time to plan

Payments are usually spread over the construction period, which can make planning easier, especially for large purchases.

A new building

A new tower can include features that older buildings do not, such as modern lifts, wellness amenities and larger lobbies.

The case for a ready-to-move home

What you see is what you get

You can stand in the actual rooms, look out of the actual windows and meet the people who live in the building.

Certainty on timing

If you need to move by a certain date – for school, work or a return to India – a completed home removes the risk of delays.

Simpler checks

With an Occupancy Certificate in place and an existing society, many questions about approvals and completion have already been answered.

How to decide

Ask yourself five questions:

  • When do you need to move? If the answer is “soon”, a ready home usually makes more sense.
  • How much does the exact view or floor matter? If it matters a lot, a new project may offer more choice.
  • How comfortable are you with waiting? New projects carry timeline risk. RERA requires the developer to declare a completion date, but it can still change.
  • How will you pay? Your cash flow, and any loan, may suit one payment pattern better than the other. Our home loan checklist for a luxury flat explains how banks treat each.
  • Have you checked the paperwork? For a new project, learn how to check MahaRERA registration. For a ready home, check the OC and title.

Extra care at the pre-launch stage

A pre-launch is a time to gather information, not to pay. Before any registration is granted:

  • Do not pay any booking amount or sign any agreement.
  • Treat all figures as indicative until they appear in the registered documents.
  • Ask for carpet areas, price, completion date and running costs in writing once they are available.
  • Visit the site and the neighbourhood, and compare the project with others using the same questions.

Our guide to what “pending RERA registration” means covers this in more detail.

An example: Adani Bandra Reclamation

Adani Bandra Reclamation, by Adani Realty, is a planned sea-front project at Bandra Bay in Bandra West, beside the Bandra–Worli Sea Link. It is at the pre-launch stage and pending registration under RERA. Published listings describe 3 BHK sea-facing residences from Rs 29 Cr* onwards, 4 BHK Sea Suites (two per floor) and 5 BHK Sea Mansions (one per floor) in a 26-storey tower on a 24-acre* site. No possession date has been published yet.

That makes it a pre-launch option: likely to suit buyers who value choice of home and are comfortable with a future move-in date, rather than those who need to move soon. Our Adani Bandra Reclamation review sets out its strengths and open questions, and our guide to lifestyle in Bandra West describes the neighbourhood. For a project overview, visit the homepage.

Frequently asked questions

What is the difference between pre-launch and ready to move?

A pre-launch home is in a project that is announced but not yet registered or built. A ready-to-move home is in a completed building with an Occupancy Certificate, so you can move in soon after purchase.

Can I book a pre-launch home before RERA registration?

No. Under Section 3 of the RERA Act 2016, no bookings, sale agreements or allotments can be made until the project is registered.

Is GST charged on ready-to-move homes?

GST is generally charged on under-construction homes and generally not on completed homes that have an Occupancy Certificate. Confirm the current rules with your chartered accountant.

Which is better for an NRI buyer?

It depends on when you plan to use the home. If you plan to move soon, a ready home removes timeline risk. If you are planning ahead, a new project may offer more choice.

Is Adani Bandra Reclamation ready to move?

No. It is a pre-launch project, pending registration under RERA, and no possession date has been published yet.
