Flat Possession Checklist: What to Inspect and Collect Before You Take the Keys

Artist’s impression · indicative

Short answer: A good flat possession checklist has three parts. First, collect the key documents: the occupancy certificate, possession letter, final statement of account and warranty papers. Second, inspect the home room by room for dampness, cracks, plumbing, electrical and window issues, and record everything in writing. Third, understand your rights: under the RERA Act 2016, structural and workmanship defects reported within five years of possession must be fixed by the developer free of charge.

Possession day is the moment years of payments turn into a home. It is also the easiest time to get problems fixed, because the developer’s team is still on site. This flat possession checklist is written for buyers of under-construction homes in Mumbai, including luxury and sea-front apartments, and works whether you collect the keys yourself or through someone you trust.

Part 1: Documents to collect at possession

DocumentWhy it matters
Occupancy certificate (OC)Issued by the municipal authority; confirms the building can be legally occupied
Possession letterRecords the date you took possession; the five-year defect period runs from here
Final statement of accountShows every payment, taxes and any balance due
Copy of the registered agreement for saleLets you check carpet area, specifications and amenities against what was promised
Parking allotment letterConfirms which parking space(s) are allotted to your home
Warranty and service papersFor lifts, appliances, fittings, waterproofing and other installed items
Maintenance and society detailsMonthly charges, deposits and the plan for forming the society
Utility papersElectricity meter, water and gas connection details

Do not take possession of a home without an occupancy certificate. Under the RERA Act, an allottee must take physical possession within two months of the occupancy certificate being issued, so ask for the OC copy as soon as the developer announces it.

Our guide to documents to check before buying an under-construction flat in Maharashtra covers the papers to check much earlier, at the time of booking.

Part 2: Room-by-room inspection

Go in daylight, take a torch, a measuring tape and your phone for photos, and allow plenty of time. For a large home, consider hiring a professional snagging inspector.

Walls, ceilings and floors

  • Look for cracks, uneven plaster and patches of fresh paint that may hide dampness
  • Check ceilings below bathrooms and terraces for water marks
  • Tap floor tiles and stone; a hollow sound can mean poor bonding
  • Check skirting, joints and the level of the floor near balconies

Doors, windows and glazing

  • Open and close every door and window; check locks, handles and hinges
  • Check window seals and drainage, especially on sea-facing sides exposed to wind and rain
  • Look for scratches or cracks in glass panels and railings

Plumbing and bathrooms

  • Run every tap and shower; check pressure and hot water
  • Flush every toilet and watch for leaks at the base
  • Fill basins and floor areas to test that water drains away quickly
  • Check for a sewer smell, which can mean a missing trap

Electrical and services

  • Test every switch, socket and light point, including on balconies
  • Check that the distribution board is labelled and has safety breakers
  • Confirm points for air conditioning, appliances and internet are where the plan shows
  • Test the intercom, video door phone and any home automation

Measurements and specifications

  • Measure the main rooms and compare them with the floor plan
  • Check that brands and specifications match the agreement
  • Confirm the carpet area stated in the agreement; our guide to carpet area vs built-up area under RERA explains what is included

Write down every issue, share a dated list with the developer by email, and ask for a timeline to fix each item.

Part 3: Your rights after possession under RERA

Section 14(3) of the RERA Act 2016 says that if a structural defect, or any other defect in workmanship, quality or provision of services, is brought to the developer’s notice within five years from the date of possession, the developer must rectify it within thirty days without further charge. If it is not fixed, the buyer can seek compensation through RERA.

  • Report defects in writing (email is fine) and keep a copy
  • Take dated photos and videos
  • Avoid major interior work until the initial snag list is closed, so that responsibility is clear

The Act also requires the developer to help form the association or society of buyers and to hand over the common areas and documents to it. Ask how and when that will happen in your project.

Common areas to check on handover day

  • Lifts, lobbies and staircases, including fire exits and fire safety equipment
  • Parking: your allotted space, ramps, lighting and ventilation
  • Clubhouse and amenities that were part of the agreement
  • Water storage, sewage treatment, power back-up and security systems

For a sea-front building with basement parking, it is worth asking how the basement is protected from water during the monsoon. See our guide to Adani Bandra Reclamation parking for the questions to ask about a multi-level basement.

What this means for Adani Bandra Reclamation buyers

Adani Bandra Reclamation by Adani Realty is a pre-launch sea-front project at Bandra Bay, beside the Bandra–Worli Sea Link. It is pending RERA registration, so no bookings can be made yet, and a possession date has not been published. That makes this checklist something to keep for later, but it also shapes the questions to ask now: what specifications will be in the agreement, what warranties are given, and how the handover of common areas will work.
